Course Details:
This 4-day course (March 10-13, 2020) includes specialized training in the perception and processing of use of force incidents and 16 hours of specialized training in the role of an expert witness in use of force analysis, authoring use of force opinion reports, the process of being qualified as an expert witness for court purposes, and courtroom testimony as an expert witness.
Presenters include:
Mr. Ronald MacDonald, the civilian director of the Independent Investigators Office (IIO);
Inspector Chris Butler (retired), Calgary Police Service (the application of Force Science Principles in Use of Force Investigations);
Dr. Matthew Sharps, California State University (Processing Under Pressure);
Karen Liang, city of Vancouver legal Services, and David Kwan, Department of Justice, (use of force expert opinions in civil trials and coroners inquests);
Sergeant Joel Johnston (retired), Vancouver Police Department, (process of authoring use of force expert opinions),
Sergeant Brad Fawcett, Vancouver Police Department), legislative requirements for expert evidence in Canada;
Ravi Hira (QC) and David Butcher (QC), (case study involving use of force expert evidence); and
Member of the judiciary (TBA), (A view from the bench).
This 4-day workshop will develop the knowledge, skills and report writing abilities essential to the successful and professional development of a Use of Force Expert opinion for internal processes, civil and criminal trials, and coroners’ inquests.
Candidates for this course should be incumbent or former use of force instructors with a keen interest in furthering their education toward the goal of becoming a court-qualified use of force expert in criminal and civil matters, coroners inquests, human rights tribunals, and Police Act (BC) investigations.
